Is your character willing to have sex and able to give informed consent? Yep.
What is the wish your character made? Why did they make it? That the bearer of Azem's legacy (that is, the Warrior of Light) find the adventure they seek. While there are other wishes Emet-Selch might have had at other points during the course of canon, as of his current canon point his story has largely concluded. The stewardship of his people's legacy has been passed on to a bearer he deems worth, and after having lived for more than twelve millennia he is content enough to simply allow himself to rest, even if that should happen to be in the Underworld. As such, it would only be natural for his thoughts to turn to the bearer of Azem's soul - they who carry the last remnant of one of his people and one of his cherished friends.
How will your character initially react to Decadia's setting? Honestly? Emet-Selch is old enough at this point that there's not a lot that can truly shock him. He will be surprised to find a place quite so thoroughly aimed at sex and sexual gratification, to say nothing of the fact that they are, apparently, meant to be being watched, but frankly? After that initial surprise he'll settle in reasonably fast. It's an odd choice, sure. But so was whatever the Allagans were doing in the name of (presumed) science. To say nothing of the many and various civilizations he has seen rise and fall over the course of the long millennia of his life.
Besides that, he has not meaningfully had a vacation in the last twelve millennia, unless his habit of taking extended naps counts. While Decadia may not exactly be what he would have chosen as far as vacation destinations go, as of his recent death his duty has been very firmly left behind him. And after bearing the weight of duty for so long, he is almost certainly going to make the most of the chance to not be beholden to anything (aside from his contract, anyway).
That said, once the novelty of it all wears off he is going to start having concerns/questions about just how whoever's responsible for his presence in Decadia managed to not just reach him in the Underworld but also provide him with a perfect replica of Solus' body.
What are you most interested in doing with your character in Decadia?
For all that Emet-Selch has, canonically, sired heirs as a prerequisite to building an Empire much of what we actually see of Emet-Selch is under the guise of the various roles he has played. And though there is undoubtedly some fragment of his true self is hidden in those roles, they are still very much that - and will have colored not just his actions but also his thoughts and dreams. Exploring his moods and desires in a place that is not only absent the pressure of those various roles but very heavily skewed towards acts of pleasure is something that I find eternally interesting. Not in just how he reacts to the place as a whole, but to each of the various potential partners he might come across besides. What does a vacation mean to him, absent the need to even take on the role of Emet-Selch of the Convocation? How does the fact that the magic he would normally for granted is non-functional outside of very specific circumstances affect him and his overall opinion of Decadia? He has had to act as if he didn't have it before, yes. But even then it had still been his to call on regardless of the situation.
I'm also interested in seeing how any and all of the above intersect with the fact that he does still have Solus' face, especially in a setting where there may be others who have either known him prior to his time as Solus or recognize his current appearance as being Garlean even if not as being that of the former Emperor of Garlemald.
What aspect of sex appeals to your character the most?
If asked, Emet-Selch would say that what appeals to him most about sex is the chance to learn about other people. That in intimacy - for whatever reason - one can seek to find details about someone that one might not otherwise be privy to. That it is both a tool one can use to manifest control or meaning and something one might share with those one happens to wish to find release with. This is not, entirely, inaccurate to his opinion on the matter. But it is still one that not the full truth - a partial truth that leaves his own feelings out of the matter and speaks almost entirely to his experience with it as part of the roles he has taken on over the long millennia. Roles that he has ever striven to keep largely apart from his own feelings.
Outside of those roles, what matters most to Emet-Selch is the closeness that can come of sex. As he currently stands, Emet-Selch is a man who has lived with a deep loneliness for the better part of twelve millennia, ever striving to not get too attached to the people who came into his life and would inevitably die (and largely failing). Nor was this much different even before the long years of his lonely vigil - though he has ever been careful to hold people at arm's length he has never stopped caring. In sex he can not only show that care to others through his actions (he is not always good at talking about those emotions) but also find comfort in the arms of someone else. Both of which are something that appeal deeply to him, especially in cases where he can set down the need to be in charge. He is good at that latter, yes. But it is weight he has carried for longer than most people would need to and he is tired.
Also after nigh on 12 millennia of not holding people at arm's length as much as possible and just generally being disinclined to casual touch, Emet-Selch is deeply touch-starved. While any sort of casual contact would be more than welcome, sex is that and also mutually enjoyable.
What kinks does your character have, known or unknown to them? Why do they have those particular kinks?
For all that Emet-Selch might not think to refer to them as kinks, specifically, given it's unclear whether or not that particular terminology is used on Etheirys there are nonetheless two things that undeniably fall into that category.
First and foremost is voyeurism. Of the two, this is the one he will actually readily admit to, even canonically mentioning that he 'likes to watch.' Nor does he seem to be unaware of the other context in which it could be taken, even if he is not directly alluding to it at the time. More to the point, however, the lives that Emet-Selch has lived have largely been ones of control. Of careful planning as he moves any of a variety of different pieces across the metaphorical chess board of his careful and patient scheming. Given that observing people is one of the surest ways to get a sense of who they are and how they might act it is perhaps no surprise that Emet-Selch should turn this habit to observing more intimate moments as well. To say nothing of the control inherent to merely watching as someone is yielding to their pleasure.
Additionally, there is something of the element of the taboo in it. Though Emet-Selch is, at this point, not terribly inclined to bother with shame, our brief moments with a younger Emet-Selch suggest that he would at least not want to be seen engaging in sexual acts as of that era. Yet even then he had been possessed of a fair amount of curiosity - it would not be unreasonable to assume the seed of what would later become his voyeuristic streak stemmed from that.

While Emet-Selch has spent a fairly significant amount of time taking control in his sexual encounter the fact of the matter remains that under his outwardly grumpy and stand-offish appearance is a man who cares both deeply and easily. After all, he has always striven to do his best, and while he is not particularly egotistic about that, there is still a pleasure in knowing that his efforts have not been in vain and in knowing that he is still loved, regardless of anything else he might have gotten up to over the long millennia of his life.
